Kero-chan is the Guardian Beast of the Clow Book which contains the Clow Cards. Created by Clow Reed, it is Kero-chan's job to guard the cards. He happened to be sleeping when Sakura opened the Clow Book and released the cards. Since then, he made Sakura a CardCaptor, and gave her the key which turns into the Sealing Wand, so she can return the escaped cards to their proper form. He has a strong Osaka-ben, since he spent a lot of time there. He loves to eat sweet things and play video games. Once Sakura captures the cards associate with his power, Kero-chan will be able to transform into his true body-shape.
He has faith is Sakura's ability to capture all of the cards, and to also face the events that must occur after that...

Kero is the magical Guardian Beast of the powerful Clow Cards! It is his job to teach and guide Sakura on how best to capture the cards. When he's not chasing down cards with Sakura, he's prodding her to round up some pudding or cake for him - his favorite foods. He also loves playing video games and, or course, sleeping. Her's cute, toy-like body is not his original form. He will emerge into his proper form once Sakura has collected all the cards from whic his power is derived.
And you couldn't tell from Kero's harrassment, but Kero-chan really does care for Sakura.
